 August 01, 2017:   We are currently working through a large set of claims received at the end of July and hope to have the initial processing completed soon so we can update claimants accordingly. We have updated the estimated funding available to reflect expired claims whose funding will be recycled back into the program, though these amounts are estimates only and are subject to change. As we finalize our claim and expiration processing, we will being clearing the existing waitlist.

 February 09, 2017:   To clear up some confusion regarding the additional funding added to the NGVIP, we want to note that the 30 vehicle cap mentioned in the application manual at the start of the project on August 07, 2015, is still in place. Therefore, the total number of vehicle incentives any entity may receive under the project since that start date is still 30. Any applications received that exceed this cap will be rejected.

Workshop Questions and Answers

Thank you for your input on the Energy Commission’s Natural Gas Vehicle Incentive Project. Below are response to questions and comments provided in response to our July 9, 2015 public workshop (also available as a standalone document). Questions and comments that were similar have been consolidated for easier reading. Any follow-up questions may be submitted to AB118@energy.ca.gov orinfo@ngvip.its.uci.edu.

Incentive Amounts:

Q1. Increase incentive amount for vehicles up to 8,500 lbs GVW to $2,000?
A1. The existing incentive amounts will stay the same. The Natural Gas Vehicle Incentive Project (NGVIP) will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q2. Increase incentive amount for vehicles up to 8,500 lbs GVW to $3,000?
A2. The existing incentive amounts will stay the same. The NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q3. Increase incentive amount for vehicles between 8,501- 16,000 lbs GVW to $9,000.
A3. The existing incentive amounts will stay the same. The NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q4. Change incentive $6,000 incentive range to 8,501- 14,000 lbs GVW.
A4. The existing incentive amounts will stay the same. The NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q5. Provide an increased incentive for vehicles fueling with renewable natural gas.
A5. The existing incentive amounts will stay the same. The NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q6. Will the NGVIP incentive amounts increase if funding is undersubscribed?
A6. There are no plans to increase incentive amounts but the NGVIP will continue to be monitored and may be modified to address incentive demand and market conditions.

Incentive Cap:

Q7. Increase the proposed incentive cap to 30 incentives per end-user.
A7. The incentive cap has been raised to 30 incentives per Applicant.
Q8. Increase the proposed incentive cap to 50 incentives per end-user.
A8. To allow all interested parties to have an opportunity to request incentive funding under the NGVIP, the incentive cap will be set at 30. The NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q9. Apply incentive cap to lessees for vehicle purchases that are part of a leasing agreement.
A9. Applying the incentive cap to vehicle lessees may cause a disproportionate amount of incentives to be reserved by a relatively few number of leasing companies. To allow all interested parties to have an opportunity to request incentive funding under the NGVIP, the incentive cap will apply to the vehicle purchaser and not to the lessee of the vehicle. The demand for incentives provided through the NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q10. Allow end-user cap to apply to 6-month periods.
A10. The current incentive cap will not be implemented on a time period basis. The demand for incentives provided through the NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q11. Apply the cap to individual departments in the case of public entities.
A11. Applying the incentive cap to individual departments within larger governmental entities may cause a disproportionate amount of incentives to be reserved by a relatively few number of entities. To allow all interested parties to have an opportunity to request incentive funding under the NGVIP, the incentive cap will apply to the larger governmental entity and not to the individual departments. The demand for incentives provided through the NGVIP will be monitored and future modifications to the NGVIP may be implemented if necessary.
Q12. Do Proposition 1B vehicle purchase incentives apply towards incentive cap?
A12. No.
Q13. Is there a maximum dollar amount per end-user limitation or just the 20 incentive cap?
A13. There is no maximum total dollar amount limitation for incentives. Applicants are restricted to the 30 vehicle incentive cap regardless of the gross vehicle weight of those vehicles. (Note: when Q13 was asked, the incentive cap was 20 vehicles. It has since been set to 30 vehicles---see Q7).

Vehicle and Applicant Eligibility:

Q14. Are vehicle retrofits eligible?
A14. No.
Q15. Are off-road vehicles eligible?
A15. Vehicles that operate in off-road settings which are registered with the California Department of Motor vehicles are eligible.
Q16. Can vehicles be warrantied by multiple companies to meet the NGVIP warranty requirement?
A16. Yes.
Q17. Are bi-fuel vehicles eligible for funding?

A17. No. The funding allocated to this process is for vehicles that operate solely on natural gas. The possible funding of bi-fuel vehicles will be discussed at future Alternative and Renewable Fuel and Vehicle Technology program proceedings (http://energy.ca.gov/altfuels/index.html).

Q18. Are school buses eligible?
A18. Yes
Q19. Are vehicles that were already purchased, eligible for incentives?
A19. No.
Q20. Where can I find more information on what engines/vehicles are certified for use by the California Air Resources Board?

A20. Vehicles must utilized a California Air Resources Board certified engine to be eligible for an incentive under the NGVIP. Information on certified natural gas engines can be found at: http://www.arb.ca.gov/msprog/onroad/cert/cert.php#6

Q21. Do vehicles have to be certified by the Air Resources Board or just the engines?
A21. The engines must be certified by the California Air Resources Board. Vehicles must meet all applicable relevant state and federal requirement
Q22. When can vehicles be purchased?

A22. After the NGVIP Administrator has confirmed an incentive reservation for the eligible natural gas vehicle

Q23. Are public agencies eligible for funding under the NGVIP?
A23. Yes.

Incentive Reservation Period:

Q24. When is the first day to submit reservation requests?

A24. The NGVIP will begin accepting reservations immediately once the NGVIP funding project is officially launched.

Q25. When does the required paperwork need to be submitted to guarantee the payment of the incentive?
A25. Required forms and supporting documents must be received by the NGVIP administrator prior to the incentive reservation expiration date.
Q26. When does the incentive period window start?
A26. The incentive period is identified on the ARF-2 form provided by the NGVIP administrator.
Q27. Will extensions to the incentive reservation period be granted?
A27. No.
Q28. Is the 210 day incentive reservation period business days or calendar days?
A28. Calendar days.
Q29. Increase incentive reservation period to 365 days
A29. The reservation period will remain at 210 days. The NGVIP administrator will continually assess the success of the incentive program and may recommend future changes if warranted.

Q31. Can incentive requests be tracked online?

Q33. When will the NGVIP close?
A33. The NGVIP will continue until allocated funding it is exhausted.
Q34. Will applicants receive a 1099 Internal Revenue Service form and have to pay taxes on these incentives?
A34. UC Irvine will issue a 1099-MISC form for the total incentive payments to a single taxpayer identification number (EIN or SSN) during the tax year. We cannot offer tax advice of any kind. Consult your tax advisor to determine the tax implication of receiving a Natural Gas Vehicle Incentive.
Q35. Clarify the requirement that “Applicant is precluded from requesting additional reservations until the NGVIP Administrator has authorized payment for all existing incentives”
A35. Applicants are not precluded from requesting additional reservations as long as those reservation requests do not exceed the established incentive reservation cap. The application manual has been revised to clarify this requirement.
Q36. Modify ARF-3 Purchase order reference
A36. ARF-3 form has been modified to state that the purchase order number is optional.

Q37. Can I send my applications to the Administrator (e.g., using Federal Express or other courier service)?

A37. Yes. Note that we updated our delivery address on August 03, 2015 to one that is suitable for courier deliveries.
